In the scope of implementation of the document of National Smart Specialisation (NSS), whose aim is to identify and support the priority areas in the scope of research, development and innovation, based on the process of entrepreneurial discovery, in July 2014 the Ministry of Economy started works connected with creation of the national smart specialisation Working Groups (WG), by way of organising a series of informational meetings for interested entities.

From 1 August 2014 the recruitment procedure was started to WG 1-3 in the sector of Healthy Society, and from October 2014 to WG 4-18 in the sector of Agri-food, forestry-wood and environmental bioeconomy, Sustainable energetics, Natural resources and waste management, as well as Innovative technologies and industrial processes. In February 2015 an additional recruitment was started to WG 19 (previously operating on informal basis as the working group for creative industries and culture). At the end of February and the beginning of March formal compositions of all working groups were established. During their first sessions the Groups selected a Chairperson and 1 or 2 Deputy Chairpersons from their composition.

NSS Working Groups are the bodies of persons formed in the fields of identified national smart specialisations, appointed in order to:

  1. prepare a detailed description specifying the scope of a given smart specialisation forming the basis of assessment, whether an application for co-financing of an enterprise in the scope of R+D+I lies within the scope of the national smart specialisations,
  2. defining a vision of development and measurable expected effects of actions in the scope of a given smart specialisation,
  3. preparing proposals of changes and supplementations to a given smart specialisation, as well as formulating the need of introduction of new specialisations,
  4. identification of barriers, threats for development of a given specialisation (in the social and economic context, and also in procedural context - lack of adjustment of the state policy to the developmental needs of the economy),
  5. analysis of progress in performance of actions and obtaining the goals of NSS, in particular, in the scope of challenges and threats to realisation of NSS,

The members of Working Groups are the representatives of enterprises, business environment institutions and scientific entities.

30 persons at most work in every Working Group, abiding by the principle of balanced composition of the representatives of business, science and with participation of business environment institutions. Only one representative of the respective institution can take part in the works of the respective Working Group. Observers can take part in works of the WG, and it is also possible to appoint  informal groups on an ad hoc basis.
