In 2014 the Marshals of Pomorskie and Zachodniopomorskie Voivodeships initiated the process of entrepreneurial discovery in the fields of maritime economy. As a result of analytical works, whose participants were the representatives of 62 enterprises, 21 representatives of higher education institutions and 15 social and economic partners, in May 2015 a document was drawn up entitled Proposal of the National Smart Specialisation "Technologies and solutions for use of resources and potential of  maritime and inland waters”, indicating to an innovative and competitive potential of the respective areas of maritime economy.

The issue of extending of the list of national smart specialisations was also the subject matter of the session of the Inter-Departmental Team for Maritime Policy of the Republic of Poland on 30 September 2015 and of numerous work consultations. As a result, the proposers submitted a new proposal of specialisation called "Innovative maritime technologies".

In October 2015 the Ministry of Economy organised a session of the NSS Steering Committee for the purpose of discussion of the above mentioned proposal. As a result of conducted discussion, the Steering Committee accepted creation of  the new, 20th specialisation, at the same time preparing its new, more precise name, i.e. Innovative maritime technologies pertaining to specialist vessels, maritime and offshore structures and logistics based on maritime and inland waterway transport.

The new name of the 20th specialisation was accepted by the proposers, which finally completed the process of creating a new national smart specialisation.
