A new list of 15 national smart specializations (NSS) has been in force since 2019.

As a result of work on thematic concentration in the section „Natural resources and waste management”, the Ministry of Entrepreneurship and Technology along with the Working Groups for national smart specialisations decided to create a specialisation „Circular economy - water, fossil raw materials, waste” covering 3 previous specialisations:

  • NSS 7 Modern technologies for acquiring, processing and using natural resources and manufacturing their substitutes;
  • NSS 8 Minimisation of waste generation, including non-recyclable waste, and the material and energy use of waste (recycling and other recovery methods);
  • NSS 9 Innovative solutions and technologies in water and wastewater management.

The working group proposed minor modifications to the description of NSS 4 „High-efficiency, low-carbon, integrated systems for generation, storage, transmission and distribution of energy”. They are mainly of an ordering nature.

National smart specialisations are socio-economic priorities in the field of research, development and innovation, which concentrate investments in areas ensuring the added value of the economy and its competitiveness. Smart specialisations are the result of cooperation between public administration, representatives of business and science in order to identify bottom-up areas in which Polish enterprises and scientists have development potential, and the concentration of support will allow return on investment and development of innovation. Smart specialisations are to contribute to the transformation of the national economy through its modernization, structural transformation, diversification of products and services and the creation of innovative socio-economic solutions, also supporting the transformation towards a resource-efficient economy, including natural resources.
