Obserwując dynamikę zastosowania Bezzałogowych Statków Powietrznych (BSP) w samorządach terytorialnych w wielu państwach oraz wynikające z ich wykorzystania korzyści ekonomiczne, społeczne jak i środowiskowe, w szczególności zaś poprawę jakości usług publicznych, Ministerstwo Rozwoju opracowało Podręcznik „Jak kupować drony i usługi dronowe w zamówieniach publicznych”. Celem opracowania Podręcznika z jednej strony jest promocja zastosowania technologii BSP, a z drugiej wsparcie w procesie zakupowym w oparciu o nowelizację Prawa Zamówień Publicznych.
Decyzja o wykorzystaniu innowacyjnych narzędzi do świadczenia konwencjonalnych usług, szczególnie jeśli znajdujemy się w reżimie stosowania Ustawy Prawo Zamówień Publicznych, często może stanowić wyzwanie dla sektora publicznego. Niemniej początkowy wysiłek włożony we wdrożenie nowych technologii, w krótkim czasie, może przynieść wymierne korzyści ekonomiczne jak również satysfakcję z miana pioniera nowych rozwiązań.
W Podręczniku znajdą Państwo m.in. informacje takie jak:
- zasady użytkowania dronów w przestrzeni publicznej, zarówno w zakresie aktualnych przepisów jak i tych które mają wejść w życie, opierając zasady dotyczące używania dronów na kategorie w zależności od analizy ryzyka;
- kluczowe problemy związane z procesem zamówień usług lub dostaw technologii BSP (m.in. istotny aspekt zakazu formułowania opisu zamówienia w sposób, który mógłby ograniczać konkurencję, poprzez wskazanie konkretnych rozwiązań, znaków towarowych itp.)

Liczymy, że Podręcznik wesprze Państwa w decyzji co do wykorzystania bezzałogowych statków powietrznych, a jednocześnie będzie praktycznym narzędziem wspierającym wdrożenie.
Ciągly rozwój gospodarczy oraz rosnące zapotrzebowanie na żywność, energię, surowce i dobra konsumpcyjne przyczyniają się do rosnącej emisji gazów cieplarnianych oraz zwiększonej eksploatacji zasobów naturalnych. Wiąże się to także z rosnącą ilością generowanych odpadów oraz zwiększonym zanieczyszczeniem środowiska naturalnego. Konsumpcyjne podejście społeczeństwa nastawione na komfort klienta i łatwy dostęp do dóbr wymaga zmiany we wzorcach zachowań poprzez współpracę oraz podnoszenie świadomości producentów i konsumentów.
Wychodząc naprzeciw wyzwaniom związanym z rosnącą liczbą opakowań, Deloitte we współpracy z Ministerstwem Rozwoju i Polską Agencją Rozwoju Przedsiębiorczości opracował raport pn. Ekoporojektowanie opakowań - poradnik przedsiębiorcy.

W grudniu 2019 r. Joint Research Center przy Komisji Europejskiej opublikował raport pn. Implementing Smart Specialisation: An analysis of practices across Europe, pokazujący, w jaki sposób wprowadzono podejście inteligentnej specjalizacji w wybranych regionach europejskich i Państwach Członkowskich, m.in. Grecji, Słoweni, Finlandii, Hiszpanii, Austrii i we Włoszech.
Raport uwzględnia analizę 35 przypadków wdrażania, wskazując trzy główne typy wyzwań, które decydenci polityczni starają się rozwiązać poprzez wdrożenie strategii inteligentnej specjalizacji:
- aktywne, ciągłe zaangażowanie interesariuszy w dialog w celu zapewnienia rozwoju innowacji w regionach,
- rozwój instrumentów polityki innowacyjnej w celu wspierania strukturalnej transformacji gospodarki na poziomie regionalnym i / lub krajowym,
- dążenie do internacjonalizacji gospodarki regionalnej / krajowej oraz pozycjonowanie w europejskich łańcuchach wartości.
W odniesieniu do wskazanych wyzwań raport wskazuje dobre praktyki, a także narzędzia, które zostały wykorzystane przez decydentów do zarządzania strategią inteligentnej specjalizacji.

Komisja Europejska opublikowała raport Wizja Przemysłu 2030 przygotowany przez grupę ekspertów.
Raport opisuje wyzwania jakie stoją przed krajami Europy, wskazuje możliwości rozwoju oraz opisuje działania jakie prowadzą do transformacji gospodarki europejskiej na wyższy poziom technologiczny, ekologiczny oraz socjalny.
Według opinii autorów Europa ma szansę zbudować swoją pozycję globalnego lidera przemysłu i zrównoważonego rozwoju w oparciu o przełomowe technologie, szacunek dla środowiska i bioróżnorodności, inwestycję w ludzi oraz budowanie europejskiej i globalnej współpracy.
All the EU Member States create their policy of economic growth based on smart specialisations - it is worth to take advantage of these experiences!
In order to facilitate exchange of experiences and undertaking joint initiative for entrepreneurs and scientists, operating in the field of smart specialisations, the EU platform S3 was established.
What is a partnership?
Partnership is a relation between independent entities, resulting from their entrepreneurial market attitude, based on mutual trust, commitment and responsibility of the parties that decided to cooperate, so that the effects of their cooperation form a specific advantage for them and have a permanent character [Kiełtyka K., Zarządzanie zespołami projektowymi - kto jest kim w zarządzaniu projektem [Management of project teams - who is who in project management? The purpose of partnerships is the definition of joint areas for investment with high economic and social potential and building of cooperation chains.
The advantages for entities that cooperate in partnerships include creation of Global Value Chains - GVC. Owing to construction of such chains, it is possible to avoid unnecessary duplication of investments in various European regions, to avoid excessive fragmentation and to use the potential of cooperation synergy. Partnerships allow for inter-regional cooperation and bring advantages to regions and each of members of the partnership.
Until present 3 thematic platforms were created by the European Commission, ensuring specialist knowledge and an opportunity to make contacts with partners for implementation of joint projects:
It supports the regions that have similar or complementary energetic priorities in their strategies of intelligent specialisations, in order to create specific investment projects. Mobilisation of the interested economic and scientific entities takes place by way of facilitating of creation of "energy partnerships" that offer interactive and participative arenas of inter-regional cooperation. Energy partnership allows to combine complementary strengths of the interested parties, use their competence in the scope of research and innovation, build necessary research capability, overcome the lack of "critical mass" and fragmentation, gain better access to global value chains and support investment cooperation.
The platform supports cooperation in the following thematic fields:

It is aimed at support of development of the joint investment projects by means of encouraging to inter-regional cooperation in the thematic fields connected with agriculture and food. By means of this platform, the entities interested in this field can use new options of cooperation with partners from other regions.

It is aimed at supporting of the EU regions engaged in creation of investment projects in industry, with the application of a bottom-up approach - effected by means of inter-regional cooperation, participation in clusters and commitment of industry. The assumption of thematic partnerships in the scope of modernisation of industry is active participation of industrial enterprises and the related business organisations, such as clusters, and also research institutions, academic circles and even civil society organisations.

The examples of jointly implemented projects show that together we can do more and learn from one another! Three thematic platforms allow 145 regions all over Europe and the respective countries to closely cooperate in the scope of 28 inter-regional and cross-border (transboundary) partnerships. These partnerships support the EU regions in the promotion of inter-regional cooperation and joint investments and in coping with various obstacles connected with implementation of their smart specialisations. Thematic partnerships cover active participation of business organisations, research institutions, academic circles and civil society organisations.
At present, the partnerships engage more than 380 partners in total.
The Polish regions are currently engaged in the following thematic fields:

Start cooperation in a project with a foreign partner!
The Ministry of Entrepreneurship and Technology plans to undertake actions aimed at increase of cooperation between the Polish entrepreneurs and their engagement in above-region and international projects in the field of regional and country smart specialisations, through realisation of thematic partnerships.
The support offered by the Ministry of Entrepreneurship and Technology will cover consulting and animation of actions aimed at working out joint projects, solving formal barriers, and it will also offer logistic support, connected with allowing for participation in the meetings, dedicated to created partnerships, initiatives and projects.
The document was drawn up in the scope of the Interreg project concerning experiences from implementation of the entrepreneurial discovery process in Europe - Framework Document Based on existing EDP Analyses and Regions ́Experiences “Beyond EDP”.
In the scope of the Interreg project, started in 2016 , 11 partners from 9 EU Member States has shared their first experiences from implementation of entrepreneurial discovery process. Each region has also presented the examples of good practices for performed actions.

Report of the World Bank, drawn up at the request of the Ministry of Entrepreneurship and Technology: Towards the innovative Poland: Entrepreneurial discovery process and analysis of the needs of enterprises in Poland
The report drawn up in the years 2014-2015 by the World Bank, following the request of the Ministry of Entrepreneurship and Technology (former Ministry of Economy), was aimed at preparing recommendations in the scope of actions undertaken for the entrepreneurial discovery process. The pilot project was implemented in dolnośląskie, śląskie, świętokrzyskie and zachodniopomorskie voivodeships. The project results are used by the Ministry of Entrepreneurship and Technology and the Polish Agency for Enterprise Development in their actions, aimed at updating and finding new smart specialisations, developing project initiatives and stimulating co-operation between entrepreneurs and scientists.
RIS 3 Guide – the Guide of the European Commission concerning creation of smart specialisation strategies in the scope of the financial perspective 2014-2020
In 2013 the European Commission published the guide for the public administration representatives, responsible for creation of smart specialisation strategies, with instructions concerning designing, implementation and monitoring of smart specialisations. This guide covers the elements necessary for implementation (among others, ensuring active participation of the representatives of business and science in the process of defining smart specialisations, ensuring effective monitoring system), so that the Member States and regions fulfil the ex-ante conditionality for activation of funds for CT 1 – Strengthening of scientific research, technological development and innovation.
